The Civil Service Commission (CSC) Regional Office IV last October 12, 2020 held a virtual Regional Honor Awards Program where DOST-CALABARZON’s Senior Science Research Specialist Engr. Francisco R. Barquilla III was awarded the prestigious Presidential Lingkod Bayan Award.
The CSC Honor Awards recognized notable public servants for their exceptional ideas and performance that have made an impact in the regional and national level. Three award categories were given out, CSC Pagasa Award, Dangal ng Bayan Award, and the Presidential Lingkod Bayan Award. The first two awards were for awardees whose impact was felt in the regional level while the last was for those whose impact was felt all throughout the nation. Out of the 35 nominations, 11 qualified for the awards and two of which were recognized for their national impact.
One of the Presidential Lingkod Bayan Awardees is Francisco Barquilla III or Kiko to most of his colleagues. Kiko has been with the DOST-CALABARZON for 22 years and counting. As the Management Information Systems (MIS) Unit Head of the organization, he has helped groom a competent team of programmers and system maintenance officers. Through Kiko’s leadership, the MIS team was able to develop the Smart Office Systems-a group of information systems which aim to boost efficiency through digitization. The goal, albeit simple, proved to be a daunting task as it involved processes that went even beyond the bounds of systems engineering and programming.

The Department of Science and Technology (DOST) CALABARZON has formalized its turnover of fiber glass rescue boat to Barangay Bambang, Los Baños, Laguna, in a virtual ceremony conducted on October 5, 2020.
Dr. Alexander R. Madrigal, Regional Director of DOST-CALABARZON, announced during the event that the turnover is one among the department’s many projects to provide technology for community development, including livelihood support, and assistance to bantay-dagat and other coastal activities, and in enhancing Disaster Risk Reduction Management (DRRM) initiatives in both barangay and municipal levels. He cited the department’s future project with Los Baños to upgrade solid waste management and treatment facilities in the municipality.
Office of Civil Defense (OCD) IV-A Regional Director Olivia M. Luces recognized the efforts of the DOST-CALABARZON and its partners in optimizing available government resources to generate more equipment for rescue and other similar operations.

Two of the in-housed information systems developed by the Management Information System (MIS) Unit of DOST-CALABARZON have reached the Eastern Visayas Region.
On October 6, the Memorandum of Agreement (MOA) was signed between DOST-CALABARZON and National Police Commission Regional Office VIII (NAPOLCOMR8) for the adoption of Tracking, Retrieval, Archiving of Communications for Efficiency (TRACE) and Human Resource Management Information System (HRMIS), two of the 12 information systems by DOST-CALABARZON. After the installation on adoptor’s server, the next step is the users’ training to be scheduled next month.

DOST-CALABARZON’s information systems continue to reach and help more agencies in the enhancement of their office operations. The recent addition is the adoption of the Tracking, Retrieval, Archiving of Documents for Efficiency (TRADE) by the Development Academy of the Philippines (DAP). The Memorandum of Agreement was signed last October 6.

As part of the upcoming National Science and Technology Week (NSTW) celebration, DOST-CALABARZON partnered with DOST-Science Education Institute (DOST-SEI) to introduce the DOST Courseware to 2,581 science and math teachers in CALABARZON through a webinar series last September 14, 17, and 18.
