On October 28, 2021, the Department of Science and Technology – CALABARZON (DOST-CALABARZON) organized a whole-day webinar-writeshop on Intellectual Property Rights (IPR) for its regional and provincial staff. The event aimed to raise awareness about the fundamentals of IPR and to train employees on how to prepare and submit IPR applications.

Experts from the Intellectual Property Rights Office of the Philippines (IPOPHL), Mr. Marlo Carag, IPR Specialist IV, and Engr. Maria Teresa Quintos-Laggui, IP Field Operations Specialist, discussed the legalities, processes, and requirements relative to Intellectual Property (IP). 


IP refers to mental models, including designs and inventions—intangible creations that the DOST-CALABARZON are familiar with through its STI endeavors.


During the activity, Mr. Carag discussed IP concepts, such as copyright ownership, trademark registrability, fair use, and public domain. He emphasized parts of the Republic Act No. 8293, otherwise known as the Intellectual Property Code of the Philippines, pertaining to copyright of computer programs, and other scholarly and scientific works, of particular interest to the DOST-CALABARZON and its employees. 

Engr. Laggui, on the other hand, discussed IPOPHL’s E-services, covering Trademark Search, Trademark Online Filing (ETMFile), EDOCFile for Trademarks, and Copyright Deposit and Registration. “Actually, it is now easier to file an IP Application or even to submit responses, requests, or other IP-related documents through the IPOPHL E-services. The afternoon session was interactive and more on the application of the rules on DOST-CALABARZON’s entries for copyright and trademark. The logos of DOSTRUCK, Virtual TIKME, TechOps, and other logos created by DOST-CALABARZON were consulted and examined by Mr. Carag and Engr. Laggui. They also provided advice on entries, examined a sample form, discussed possible fees, and gave out other important details.

Francisco Barquilla III, OIC-Assistant Regional Director for Technical Operations, expressed his gratitude and thanks for a fruitful and highly informative event. “Maaasahan niyong mas marami pa kaming IP Applications sa darating na mga buwan.”, Engr.
