 The Civil Service Commission (CSC) Regional Office IV last October 12, 2020 held a virtual Regional Honor Awards Program where DOST-CALABARZON’s Senior Science Research Specialist Engr. Francisco R. Barquilla III  was awarded the prestigious Presidential Lingkod Bayan Award. 

 The CSC Honor Awards recognized notable public servants for their exceptional ideas and performance that have made an impact in the regional and national level. Three award categories were given out, CSC Pagasa Award, Dangal ng Bayan Award, and the Presidential Lingkod Bayan Award. The first two awards were for awardees whose impact was felt in the regional level while the last was for those whose impact was felt all throughout the nation. Out of the 35 nominations, 11 qualified for the awards and two of which were recognized for their national impact. 

 One of the Presidential Lingkod Bayan Awardees is Francisco Barquilla III or Kiko to most of his colleagues. Kiko has been with the DOST-CALABARZON for 22 years and counting. As the Management Information Systems (MIS) Unit Head of the organization, he has helped groom a competent team of programmers and system maintenance officers. Through Kiko’s leadership, the MIS team was able to develop the Smart Office Systems-a group of information systems which aim to boost efficiency through digitization. The goal, albeit simple, proved to be a daunting task as it involved processes that went even beyond the bounds of systems engineering and programming.

Technology puts to spotlight another technology. In the age of Netflix binge watching, a timely and relevant ‘show’ recently surfaced. It’s tagline- WATCH and learn.

Last February 28, DOST-CALABARZON’s Webinar and Technology Channel (WATCH) opened a seemingly new ‘season’ following almost a decade-long first season run. After hosting a bunch of Food Safety-related webinars, it opened with a premier episode in the form of a Technology Forum on Innovations against Emerging Global Health Threats. What made the premier episode a show-stopper was not just the presence of Dr. Raul Destura, the scientist and inventor of the Biotek-MTM Dengue Aqua Kit and GenAmplifyTM Corona Virus Disease-2019 RT-PCR Detection Kit. This premier episode showed the power of a technology making known another technology.

The past week has brought about drastic changes to the work setup of a lot of companies especially to those who work for the government but DOST-CALABARZON’s Public Service Continuity Plan proved its efficiency as the organization implemented its work-from-home work arrangement in compliance with the enhanced community quarantine. All these were possible through the in-house developed Smart Systems of DOST-CALABARZON and other free online services that run through its reliable and resilient ICT infrastructure.

In the past years, DOST CALABARZON has been flattening its organizational hierarchy enabling fast work delegation, approval, and execution. It has also implemented the “less paper” work environment resulting in reduced cost. Even before the community quarantine, DOST-CALABARZON has been providing support to mobile working allowing its workforce to perform their job anytime and anywhere.

Let us look at the first week of the work-from-home setup.
